FACTS AND FIGURES

How Federal, States and Local Governments Shared N16 trillion in 8 years of Obasanjo’s Administration

After investigation and further cross-checking from official data and relevant documents from Office of the Accountant General of the Federation and the Federation Account, the Economic Confidential can authoritatively reveal that a whopping sum of N16 trillion was distributed as total net allocation (after deductions for other obligations) to federal, states and local government councils during the eight years tenure of President Olusegun Obasanjo between June 1999 and May 2007. The total net allocation which included statutory allocation, Excess Crude Proceeds, Value Added Tax, Shares of Derivation, excluded deductions for external debts, contractual obligations and other deductions.

Out of the total amount, the Federal Government received the sum of N7.39 trillion within the period while the entire 36 states and federal Capital Territory shared N5.74 trillion. In the early report and analysis by the Economic Confidential, a total sum of N3.3 trillion was shared to local government councils in the federation during the period.

In the ranking of states based on their allocations, oil producing states topped the list. Rivers State came first as it received N517billion in eight years of President Olusegun Obasanjo’s administration, followed by Delta N463billion, Bayelsa N414 billion and Akwa Ibom N384bllion. Their high figured was influenced by the 13% share of derivation as oil producing states which was additional from the Federation Account.

Topping the list of non-oil producing states are Lagos that received N182billion, Kano N179bn, FCT N149bn and Katsina N140billion. The Table of allocations to local government councils is provided in the early comprehensive report of the Economic Confidential.

The total allocation of four states at the bottom of the ladder could be cleared by any of the mentioned oil producing states. The eight years net allocation to Plateau State was N81bn, Nasarawa N90billion, Ekiti N92 billion and Gombe N96 billion.

The detail of the allocation as exclusively provided by the Economic Confidential is detailed below:
