FEDERATION ACCOUNT: ANOTHER DOUBLE
ALLOCATION IN SEPTEMBER 2008

As media sources reported different
figures on the monthly Federal Allocations
to tiers of government in September 2008, from documents obtained by
Nigeria’s economic journal, the Economic Confidential, two
allocations were actually made for the month from the Federation
Account. The allocations are the Statutory which included VAT
Allocation totaling N715bn and Augmentation from the Excess Crude
Account totaling N31bn. They are all net disbursements after
deductions at the monthly meeting of the Federation Account
Allocation Committee (FAAC) in Abuja.
The first computed table (below) shows that the disbursements were
made to federal government, states (with their Local Government
Councils) and two revenue generating agencies (Nigerian Customs
Service and Federal Inland Revenue Service). The second table is
additional allocation as Augmentation from the Excess Crude Account
to augment shortfall on the month’s disbursement.
From the disbursement, the highest recipients are mostly oil
producing states of Rivers which receives N20.7bn, Akwa Ibom
N14.7bn, Delta N10.7bn, Bayelsa N9.2bn and Ondo N6.7bn. In the
second allocation from the augmentation in the next table Rivers
receives N1.8bn, Akwa Ibom N1.3bn, Delta N932mn, Bayelsa N853mn and
Ondo N551mn.
The highest recipients from non-oil –producing states are Lagos
N9.7bn, Kano N9.1bn, Katsina N6.6bn and Oyo N6.4bn. In the next
table from the augmentation Lagos receives N477mn, Kano N635mn,
Katsina N473mn and Oyo State gets N456mn.
The lowest recipients with less thanN4bn in the table are Ekiti
N3.8bn, Nasarawa N3.6bn, Gombe N3.7bn and Ebonyi N3.5bn. Also in the
second allocation for augmentation Ekiti receives N668mn, Nasarawa
N656mn, Gombe N658mn and Ebonyi N632mn.
The Economic Confidential can also confirm other disbursements in
September 2008: Federal Government receives N177bn and FCT Councils
get N1bn. They also have additions from augmentation. FG for
instance has N36bn and FCT local government councils have N125mn.
The revenue agencies only receive statutory and VAT allocation. The
Nigeria Customs Service (NCS) receives N1.9bn while Federal Inland
Revenue Service gets N3.3bn

SEPTEMBER BONUS OF N31BILLION AS AUGMENTATION TO FEDERAL, STATES AND
LOCAL GOVERNMENTS
The Economic Confidential discoverers that a sum of
N31.4 billion was taken from the excess crude account to augment the
budgetary shortfall for the month. The budgetary shortfall was due
basically to the shut-ins and vandalisation of pipelines which had
adverse effect on the volume of production. The essence of
augmentation is to enable the three tiers of government to continue
with their projects despite price fluctuations or reduction in the
volume of production. The amount of money that is allocated to each
state is standardizedthe highest recipients in the second
disbursement for Augmentation during the meeting of the Federation
Account in September 2008 are Rivers State N1.8bn, Akwa Ibom N1.3bn,
Delta N932mn, Bayelsa N853mn and Ondo N551mn. Other recipients are
Lagos receives N477mn, Kano N635mn, Katsina N473mn and Oyo State
gets N456mn.
While the Federal Government Receives N14bn other states like Ekiti
gets N668mn, Nasarawa N656mn, Gombe N658mn and Ebonyi N632mn and
Area Council in FCT N50mn
