Excess Crude Account: The Sharing of $1.5bn in March 2009 from Foreign Excess Crude

The sharing of $1.5billion from the Foreign Excess Crude Savings Account was directed by the National Economic Council due to pressures from governors of states in the federation. The Economic Confidential gathered that while the table of the allocation was provided in dollars the actual releases were converted to Naira at the prevailing official foreign exchange by Central bank of Nigeria.

The detail of the jumbo allocation of the year to the states was announced at the meeting of the Federation Account Allocation Committee in March 2009 in Makurdi, Benue State. The highest recipients are from the oil producing states with Rivers receiving $90mn, Akwa Ibom $63mn, Delta $44mn and Bayelsa $40mn. The highest recipients from non-oil –producing states are Lagos $22mn and Kano $30mn.

 

The lowest recipients as revealed by the Economic confidential in the table are Gombe $12mn, Nasarawa $12mn, Ebonyi $12mn and Ekiti $12mn. The magazine also confirms other disbursements from the Foreign Excess Crude Saving in March 2009: Federal $687mn, and FCT Councils $2mn. The revenue agencies, Nigerian Customs Service (NCS) and Federal Inland Revenue Service (FIRS) did not receive any amount from this special allocation.
